Petition Do we need to have repeated CRB documents

I work in the care industry and am also undertaking a nursing diploma. I have had numerous CRB checks done in the last couple of years even though I work full time in the NHS and have not been off work. This documentation does not seem to prevent abuse as was intended so why have this huge administrative burden on busineses, the person looking for work and the tax payer.
