Closed scarp the house of lords create a commonwealth congress

its time to mondernise the house of lords and create a commonwealth congress. this would increse trade build closer ties with other english speaking nations and make both travel and immigration easier between commonwealth members. have elected members from each commonwealth nation based on population so as regards india it would have more than any other country in congress. create a rapid reaction force to rescue victims of natural events.and give tax breaks to new buisness coming to the uk.
