Petition quick and effiecient screening for special needs diagnosis

too many children are being lost through the system by fobbing off or many other reasons., i know 5 families that have said they think their child has special needs at the age of 3 but had sadly gone through life being misunderstood , lonely and shouted at until professions found them challenging and agreed to get them assessed, this is too late being diagnosed at 13 and 15, there should be a screening process testing for everything ie odd, aspergers, odd, asd, and all the other conditions.If the parents feel their children have special needs.
Enough isnt being done and the stress and upset that this causes the child and families is disgusting.
I would like it to take an academic year at the very most to diagnos a child NOT TEN YEARS please support these children thanks
