It's a law in England that men who do not wish to have children but still wish to have sex may recieve free condoms. This is considered by many a perfect solution.
So there's no reason why women shouldn't be able to recieve Tampons (Or an alternative) absolutely free. Sex is voluntary. Periods are not.
