From gov.uk "By extending support to existing homeowners, the scheme will remove a bottleneck in the market where people want to move, but may be struggling to raise a large enough deposit to purchase their next property.”
The “bottleneck” is not caused by the inability of the person wishing to move to their second-rung property, but the first-time buyer not being able to raise the deposit needed.
