The CSA only enforce action against the NRP's who are working for an employer because it's easy to get money off them by taking it from their wages.

Self Employed NRP's get away with not paying anything for years so why not make them have to pay their arrears via the tax system.

At the end of each financial year add what they should have paid on to their tax bill !!

HMRC will chase them for the money or fine them for not paying it. They will still have to pay it anyway.
