Closed Parent and Child Parking needs to have the same rules applied as disabled parking

I propose that anyone who has a child under 5 and still requires a pushchair or the need to sit in a trolley that there is a badge system. The same as a disabled person has their badge.

Time after time I see single people on their own parking in parent and child spots therefore leaving parents who have small children having to park elsewhere.
