Drivers are only fined a few hundred pounds if they are caught driving without valid insurance. Most people that do this are under 25 and it costs them up to £3000 a year for insurance. This gives them no incentive to insure their car when they can get fined for less than a tenth of that.

The minimum fine should be 150% of the cost of insuring their car.
