Dog excrement on walkways and pavements not being picked up by there owners. I believe the dogs should have there DNA taken. This can be stored on a database, and the owner prosecuted. I am the owner of 2 dogs, and if they do dirty, I, along with many responsible owners PICK IT UP!!!!!
