Dog breeds rated in the top ten of attacks against people or other animals or livestock, to be licensed and chipped.
Compulsory insurance on these animals to be in the region of £2000 K. on a sliding scale from most dangerous down to the tenth.
The top five rated dangerous dog breeds to be muzzled when exercised in the public area and a maximum of 2 dogs per adult exerciser.
More focused powers to the police in the event of an attack.
