Quite simple. Ban the manufacturing, sale, and ownership of cigarettes.

Cigarettes cause harm not only to the smoker, but to non-smokers too. It makes no sense to allow smoking while certain drugs which harm only the user are illegal (this particular petition is neither for nor against legalizing certain drugs).
