Rejected petition Lower The Smear Test Age to 20

The smear test age is currently 25, this needs to be lowered many people have found out on their first smear test that cancer has been found, with no previous smear tests to look at. lowering the age to 20 could help alot of people catch cancer earlier and even save lives.
