Petition leave pensioner benefits alone

With the exception of the million or so Pensioners who never or hardly worked whilst under 65yrs, DO NOT TAKE AWAY nor TAX those few Benefits eg. Winter Heating (WHA) & Bus Passes from them.
What is the moral reasoning that allows a non worker to claim upto £500 per week (INCOME) without any deduction, but Tax Pensioner's private/work pension & then remove those few benefits?
