To design a law which makes those looking to put an offer in on a property for sale, to pay a non refundable deposit of between £500-£1000 to estate agents to show interested parties are serious. The deposit then counts towards the sale at completion. If the buyer pulls out 3/4 is paid to the seller and the remaining 1/4 is split between the estate agents and inland revenue. The benefits will be sellers only receive genuine offers and stop people from looking at other properties when they have already placed an offer. This law should not stop sellers from withdrawing from the market.
