Closed Compulsory licence for powerboat users

With all the recent tragedies off our shores caused by inexperience powerboat and PWC (personal water craft) users, I am suggesting that anyone in charge of a vessel capable then more than 10 knots should have to undergo training and be issued with a licence similar to the ICC (international certificate of competence) that is required to use a boat in many other european countries.

This would make people aware of the basic safety practices associated with boating and help safe lives. It woud also ease the burden on the emergency services.
