Petition Use prison inmates to clean rubbish off Britain's beaches and roads

Use low risk inmates from our many prisons and institutions to collect rubbish form our beaches, rivers and roads.
The current situation is a burden to our councils who are financially stretched and have little resources to carry this work where as our prisons are over run with inmates doing very little. This would at least help the community, clean up unsightly rubbish and cost very little.
