Government to disband all current equine passport issuing agencies and oversee the introduction of a single legal government issued passport for all equine animals;
This is to enforce accountability, traceability and stop misselling of horses by private/professional traders and provide a true record of the animal. Document issued by an equine Vet and include:
Photograph of the horse, detachable page to be used should the horse be placed on loan or into a temporary home, to enable the legal owner to retain the full passport to avoid illegal disposal of the passported animal. Passport will serve as proof of ownership. Security marked to avoid forgery. Provide a record of animals microchip number and date of insertion, identifying marks, Vaccination records, exact date and place of birth and history of serious illness & injuries. New laws to dictate an animal cannot be moved/transported without a valid passport and compulsory fines for owners who do not passport their animals.
