Why pay for the accommodation of criminals, where they will be surrounded and socialized into the aura of criminal attitudes, when we could pay for something productive for our society? Rather than creating a breeding ground of repeat offenders and essentially taking away all future career prospects of these individuals, why not put them to work for the society that they have wronged, bring production out of their crimes and give the taxpayers their money's worth.
