Prevent foreigners from enterring the UK without valid and adequate medical insurance; ideally on application for a visa and at border entry. Treatment to be provided by healthcare services on submission of valid medical insurance or fast track non-critical foreigners back to country of origin if unable to provide details of valid insurance.
