I regret that the Department for Transport cannot comment on individual cases relating to disputes about PCNs as this is entirely a matter for the relevant local authority, or in the case of a formal appeal, the appropriate adjudication service. The correct course is to challenge any PCN immediately if you feel it is unjust. The address to write to should be on the PCN.
