Rejected petition insurance for cyclists who break the law

I would like the Courts to have the power to impose compulsory Insurance to cyclists who commit road traffic offenses.
When cyclists are injured they often require Intensive Care which is both expensive and restricted so it is essential to reduce the amount of incidences.
This is one way of educating all cyclists to be more safety conscious.
