Cyclists should have to apply to have a licence (similar to that of the driver or motorcycle rider) in order to learn the rules of the road.

The cost of maintaining cycle paths should be offset by the cost of a cycling licence.

Helmets and lights should be mandatory. Anyone caught not equipped with either/both should receive an on the spot fine and a point on the licence.

If they are caught without a licence, or have reached the maximum, the police are allowed to immediately confiscate the bicycle.

Bicycle insurance should also be needed. This would be based upon the rider, rather than the bicycle (so the insurance would cover them on any bicycle).
