Rejected petition road tax included in cost fuel

Put the veihical tax on cost fuel.
No more chasing non payers, wasting police time.
No one can get away with non payment even foreign visitors.
you pay a small amount for light users and non if you off the road for a while great for lorries not in use etc.
Disabled who are exempt could be given a fuel allowance once a year or 6mnths
