Petition Devo Max for all U.K countries

The debate on Scottish Independence has highlighted to me that serious change is needed to our political system in order to save the U.K. To this end I propose that all U.K countries are given devo max and allowed to govern their own internal affairs and a separate federal Government is created to handle foreign affairs, security etc. This would consist of a council of Ministers from all nations as well as an elected house.
