The government should change the status of gas, electricity and water companies to not-for-profit.
That way the companies would need to keep their industry's infrastructure up to date; at the same time they would have to keep charges as low as possible in order to retain customers and so remain viable. However, they would be freed from the burden of chasing profits and would not be able to exploit their quasi-monopolistic position, to the customers' disadvantage.
