Many of the services for the homeless and excluded (hostels and supported housing) are ineffective, costly and can actually sustain the problems they are there to solve. The system is archaic and out of date and needs reviewing to find better ways of delivering services that will provide sustained improvements for users of these services. Vast amounts of money is wasted in providing services that benefit the providers of these services rather than their clients
