Petition 15 Hours free childcare for all Working Parents

Currently all children over the age of 3 whether their parents work or not are eligible to receive 15 hours free childcare however I believe that to allow parent(s) to go back to work without being subject to the crippling costs of childcare and being told they are "better off" money wise staying at home that the 15 hours free childcare should be made available to working parents after their child's 1st birthday.
To be eligible both parents or 1 parent (if single parent family must work a minimum of 15 hours per week)
I want the government to stop making it so hard for parents to return to work and make this option available
