Cities across the UK face risks which they should not really need to face if risk and resilience planning where taken more seriously and the CCA2004 had more teeth to enforce full colmpliance along with the definition of key performance indicators and service level expectations from the Home Office on all Local Authorities, Cat 1 and 2 responders.

New legislation needs to respect international standards and be seen to prosecute and fine when needed.
