If a lift is continuously being 'out of service' there should always be an alternative way to access the platform.

In some cases there are 2 flights of stairs to climb and if you are disabled, with a pram or unable to climb the stairs and the lift is out of service an alternative should be available, for example an extra ramp, or member of that organisation to help and have a customer help point at the bottom of the stairs as well as on the platform.
