I want the government to make a law that councils must allow responsible owners to have a dog in their flat.

I know that some people are irresponsible but lots of council tenants are not.
If you have a dog in a flat and you are found out you can be evicted. I say no! This is wrong!
I think if tenants sign a agreement that they would clean up after their dog and make sure it doesn't cause nuisance it should be allowed to live in a flat.
Where I live there are dogs in flats and there is no mess and you never hear barking or howling.
I think it's time that councils give people a chance.
