Rejected petition School catchment area

I was checking the ofstead reports in my area for secondary school and most have been given either satisfactory or as inadequate status. Parents are not confident in sending children for secondary school to these schools. Can government please make an end to catchment areas so that parents are free to send children where they believe they will get a good education. Parents in my area feel as if their hands are tied and hopeless.
