Closed Division of prisoners' voting rights

I believe that prisoners should be divided into three bands , A, B and C to determine their voting Band A includes those that have a term of at least 5 years in prison, or a shorter term without parole, then they should not be allowed to vote. Band B, for offences with a term of below 5 years or a shorter term with parole, have to have a quarter of their term with good conduct before they can vote. Band C, prison terms below 2 years or suspended, can vote.
