Force all shops and supermarkets that sell more than a certain amount of TetraPak cartons (or similar paper-based liquid food and drinks cartons) per annum to offer TetraPak recycling facilities. Smaller shops should be exempt since it would subject them to an unacceptable financial burden, but larger supermarkets that sell a lot of products in TetraPak cartons should be forced to offer this facility.
