We request that once a Mutual exchange form has been signed by all parties it becomes a legally binding document that can only be revoked by the Housing Association or Council that deals with the exchange. Too many people pull out of exchanges even though it is perfectly suited between all parties and preferable for the landlords. This effects the health and welfare of the other people involved.
