Closed Switch Road Tax to Fuel Duty

Add (say, 10p per litre) to fuel duty in lieu of a Tax Disc.
This would :
a) Tax on USAGE & POLLUTION
The more you drive / the lower the MPG = More You Pay - PAY AS YOU POLLUTE
b) ALL vehicles pay including FOREIGN PLATES
c) Very Difficult to avoid - forecourt drive-offs are breaking other laws as well
d) Easy to Implement -
VED -> Levy on fuel from Jan 2015 -
Make VED / 12 x mths left eg Apr-Dec 2014 = 9/12 x £year = Due to Dec 2013
