Where a member, or members, of a criminal group are found guilty of an offence, but refuse to state who the other uncaught offender, or offenders are, the tariff should be increased - I suggest by 50%, but subject to debate. This follows the robbery at Selfridges, where the number involved was known, but only two caught.
