Policing rail track against the elements will be impossible so regarding the human touch and all our enemies I'd say disruption to this service will be inevitable: we not only have home grown terrorism but have also been releasing those with psychiatric problems into the community in their droves, we still have instabilities regarding the Irish and with the Atherstone incident in mind we also forget how innovative children can be.
Please consider the irrational minds of psychiatric patients and the drug using part of our population, please consider enemies of state and please consider the elements when measuring up the cost of upkeep to such a project that can never be entirely policed.
