Due to the large number of innocent people being given Penalty Notices For offences they did not commit. Council officers should be required to obtain photographic , video or DNA evidence to support their claims.before a Fine can be issued.

It is unfair for innocent people to have to pay for crimes they did not commit or be wrongly prosecuted for offences committed by others.
