Closed petition Reduce the speed limit on A road dual carriageways

Please reduce the speed limits on our trunk A roads, which although being dual carriageways, are statistically not as safe as our Motorways.
Most of these dual carriageways ( or Expressways) do not have a hard shoulder and do not have SOS telephones at one mile intervals.
In addition to lowering the speed limit, please also ban slow agricultural vehicles towing overloaded trailers.
Additionally please prohibit Learner drivers from these roads
