All commercial organisations should provide an email address for contact, complaint, order and service enquiries.
Utilities and other large companies are too quick to take orders but make it difficult to make enquiries except through their web site, their call centres or by mail.
Often this seems to be to allow them the opportunity to sell alternative services when people phone up for another reason. It also makes it difficult to keep a record of any discussions or decisions.
Web forms to make an enquiry or complaint rarely provide the sender with a copy.
The best and simplest way is to use email which then allows the person to keep all discussion points on record until the issue has been cleared.

Even Ofcom make it difficult and only provide a web page submission.

Answer: Make it a legal requirement for all Commercial organisations, Utilities, other large organisations to provide a live email address to be able to submit questions, complaints or other communications
