Outlaw punitive attacks on civilian populations on the false premise of their being accessories to atrocities committed by their leaders. Furhermore make individual political leaders legally responsible for colateral damage caused by such offensive actions. This since national and international grievances should be settled by the international judiciary and effort should be directed towards the indictment, eventual apprehension and certain punishment for crimes against humanity.
