This is a counter-petition, designed to ensure that cyclists are not forced to wear helmets.

Research shows that helmet laws are a disincentive to cyclists, that cycling is as safe as walking and that cycle helmets only provide minimal protection. The health benefits of encouraging cycling outweigh the risks of being helmetless.

Cyclists should be responsible and safe, and the evidence shows that compulsory helmet wearing is a backward step.
