Petition Change to property purchase laws to match Scottish law.

To change our current law in which sellers can drop out at the last minute resulting in financial loss for the buyer having had paid solicitors, surveyors and other fee's which they may incur. This would also prevent gazumping.
As with Scottish law, once a sale has been agreed in writing between the buyer and seller this should become legally binding therefore no party having to suffer emotional or financial loss.
