Petition Driver Competence Testing

I call on our government and Euro to bring in a law to ensure the passage of safe travel on the highways in Europe
All road users should take a competence test every 5 years to ensure they are up to standard and not a hazard to other road users, Such as constant speeders, Middle / fast lane huggers. When to use lights to such as Fog lights and High beams
As shown in Kent on the 5th Sep 2013, 100 vehicle pile up, mainly due to lack or no regard to other road users, not using lighting as required, and mainly speeding because they are more important than other road users
Competance test upto the catagory vehicle they drive
