First Great Western carries on average 2.5 Billion U.K Passengers a year and they don't recycle on any of there trains.

Making adjusted operating profit of £457.4 Million I think you have a social and ethical responsibility to cleaning up their act and encourage their customers to recycle by providing the facilities to do so.
