Closed petition Investigate if eBay's new policy of charging 10% for postage costs is legal

eBay Europe are now deducting 10% from their postage costs after years of trying to force sellers to send items shipping free and take up Amazon's market share. It has been explained to me that this equates to a tax and an illegal tax as apparently you can not tax a business expense. I would like this to be investigated and for all deductions to be refunded in the same way PPI has been refunded,
