In the event that a newspaper or other media organisation is found guilty of Libel or other criminal activity the courts or ministry should add a penalty period (in days) that the organisation may not publish or broadcast.
It seems evident that certain elements of the media can accrue many judgements against themselves, yet only pay a financial penalty that is seen as a 'cost of doing business'. Sponsors and readers/viewers/listeners will vote with their feet if miscreants become unreliable in their availability.
