Allow those companies that were entitled to more of the bounce back loan than they applied for to top up their loan to the maximum that was allowed

Some companies like my own only applied for a fraction of what we could as we didn't expect covid to last this long. We're now told that your only allowed to apply once even if you didn't take the full amount
