The Business Rating system is an unfair tax, taking no account of the ability to pay and should be scrapped entirely. The present system is just another tax on business, hindering progress, employment and the expansion of manufacturing.
The lost revenue should be levied by an increase in the rate of Corporation Tax, allowing businesses to survive hard times and pay when in profit.
