Petition government must seek mandate for policies.

The government is elected on the basis of its pre-election manifesto, and as such only has a mandate from the people to carry out the policies contained therein; yet successive governments upon gaining power have introduced policies that were not published in their manifesto, and for which they have not received a mandate from the people.
I contend that this is undemocratic and by the definition of democracy, any government that does not rule by the consent of the majority is an illegal government by lack of mandate.
Any policies not contained in the manifesto MUST be approved or vetoed by the people in a referendum.
